In Winnebago County, full-time preschool or daycare can run $800–$1,400 per month depending on the child's age and the center's programming. For working families who earn too much for Medicaid but too little to absorb those costs comfortably, the Illinois Child Care Assistance Program (CCAP) can be a financial lifeline. Here's how it works.
What Is CCAP?
CCAP is administered by the Illinois Department of Human Services (IDHS) and provides subsidized childcare payments directly to licensed providers for qualifying families. The program covers children from birth through age 12, with priority given to families receiving TANF, families where both parents work at least 25 hours per week, and families in Job Training programs. Families pay a co-pay based on income; CCAP covers the rest up to the maximum rate for their county.
CCAP Eligibility Basics
- Children must be under age 13 (or under 18 if disabled)
- Family income must be at or below 185% of the federal poverty level (approximately $55,000/year for a family of 4 as of 2026)
- At least one parent or guardian must be working, attending school, or in a job training program
- The family must be an Illinois resident
- The child must be enrolled with an IDHS-approved childcare provider
How to Apply for CCAP in Rockford
- **Apply online at ABE.Illinois.gov** — the Illinois Application for Benefits Eligibility portal. This is the fastest method and allows you to track your application status.
- **Apply in person at the Rockford IDHS office** — located at 3620 E. State St., Rockford, IL 61108. Office hours are Monday–Friday 8:30 AM–5 PM.
- **Call IDHS** — 1-800-843-6154 to begin your application over the phone.
- **Gather your documents first** — you'll need proof of income (pay stubs, tax return), proof of Illinois residency, birth certificates for each child, and documentation of your work/school schedule.
- **After approval** — IDHS will contact you with your co-pay amount and the authorized amount for your provider. Bring this authorization to your childcare provider so they can begin billing IDHS directly.
CCAP vs. YWCA Childcare Assistance: What's the Difference?
CCAP is a state-administered program through Illinois DHS. The YWCA Northwestern Illinois Childcare Assistance Program is a separate, locally-administered program that uses federal Child Care and Development Block Grant (CCDBG) funds. Both programs help families pay for childcare, but they have different eligibility processes, timelines, and participating providers. Rockford Daycare & Academy currently accepts the YWCA program. How long does CCAP approval take in Illinois?
The IDHS goal is to process CCAP applications within 10 business days, but processing times vary. Families with active TANF cases are prioritized. Online applications through ABE.Illinois.gov typically process faster than paper applications.
